Simes has a formula for coat length; when kneeling on both knees, six inches from the ground for Battalion Company troops, nine inches for Light Infantry, Cuthberson just wants the coat to be "shewing two of the lower buttons of the breeches knee, exclusive of that upon the band, allows as great a length to the skirt, as ought to be". I look at it and eyeball the proportions. I stuck the pin in where it looked right to me.
